Joiava Philpott is Senior Vice President of Law and Policy and General Counsel for Cox Communications. In this role, she is responsible for overseeing compliance, legal operations, regulatory and government affairs. Philpott provides legal counsel to internal business clients concerning the rights and obligations of Cox in the provision of all cable, broadband, and telecommunications services and leads policy and advocacy efforts before state regulatory agencies and the Federal Communications Commission.
Prior to being named SVP and general counsel, Philpott served as Cox’s vice president of regulatory affairs for eight years where she established policy positions for various state regulatory proceedings and created new collaborative teams to support operational improvements.
Philpott gained additional experience in the cable/telecom industry as Corporate Vice President and Senior Counsel of Government Affairs at Charter Communications and as Assistant General Counsel at KMC Telecom. She has also served as General Counsel at Astro Turf, LLC and began her career with the City of Atlanta Law Department advising the mayor and city council on public rights-of-way management and cable franchising regulations.
Philpott holds a JD and MBA from American University and a bachelor’s degree in business management from Hampton University. She’s completed an executive leadership program at the Harvard John F. Kennedy School of Government, is a Betsy Magness Leadership Institute fellow for Women in Cable & Telecommunications (WICT) and is an alumna of National Association for Multi-Ethnicity in Communications (NAMIC) Executive Leadership Development Program at the University of Virginia.
